Joomla 3.10 Release

Joomla 3.10 is now available. Joomla 3.10 is a release for the migration of the 3.x series of Joomla, into the 4 series. It contains a pre-update checker so that we can start to update and work on software extensions. We immediately upgraded all websites from 3.9.28 to 3.10.
